Machine already provisioned. Run `vagrant provision` or use the `--provision`

I have this message as per the title. And now I am stuck as I can't get vagrant up again.
It will just keep showing me the above message.
I have tried vagrant reload, vagrant destroy followed by vagrant up to no avail.
Could someone tell me what should I do in order to run vagrant up again normally?
