Authentication and management of wifi users using Linux

I couldn't find any similar questions so bear with me. I need a way of controlling a wifi connection (basically a hotspot) by permiting a user to log in using his email and his table number through a website (think like a restaurant with a eletronic ordering system). I must able to add or remove access to internet based on a certain condition (is the user consuming food in the restaurant).



Firstly, I tought i could use a radius solution like freeRadius and Daloradius(gui for freeradius), but after running into some problems with the latter I really dont know if it's possible to do what I want in a simple way. Also, i'm afraid of pouring too much time trying to learn freeradius and end up not being able to do what I need.



The second suggestion was given to me by a friend. He suggested me to use iptables and ipset to control access to the internet and a captive portal to redirect the user to.



I really dont how i should approach this problem. Can anyone please point me the right way?. Thanks you in advance.
