insert EOF statement before the last line of file

0

i want to insert this

cat <<EOF >> /etc/security/limits.conf
* soft nproc 65535
* hard nproc 65535
* soft nofile 65535
* hard nofile 65535
root soft nproc 65535
root hard nproc 65535
root soft nofile 65535
root hard nofile 65535
EOF

into the second to last line of the file. Before the # End of file line.

I know i could use other methods to insert this statement without the use of EOF but for visual candy I wanted to maintain this format as well for readability.
