Convert html for csv, using commands

I'm new here. And I'm learning the command line. I'm really enjoying how the command line it can handle text. I'm still studying regular expressions. But I have a question and I wanted to leave it here for you to help me and even as a small challenge.
I have an html file and I want to turn it into csv.
I wonder if this is possible?
