Cannot change default permissions in home ~/Documents

When I create folders in Documents catalog, all have rwx permissions for a user. However, when I create a file, it has only rw- privileges for a user. I tried to change default permissions using umask (by setting it to 022), but new files still have rw- permission for user. Anyone got any idea why I can't set default permissions to rwx?
