VM Management & Failover

I would like to set up a small server, for a small company, on which would live several virtual machines including:
-A Windows test environment for support technicians
-centralized logging server(s) for remote and local Windows+Linux machines
-a light Linux install hosting our VPN and it’s auditing mechanisms
-a light Linux install hosting our password locker and it’s auditing mechanisms



Is it okay to have these all on the same machine, in separate VMs (security)? Would puppet be the best tool to manage the VMs?



And really, most of all, what is the best and most secure way to set up a failover here?
