Select files which total size is less than a given number

How would you emulate, in a shell, the equivalent of a mouse drag in a graphical file explorer, a la Finder or File Explorer, in order to select some files to move, knowing a target size, and so that the selection is no too far from the target. I know the exact solution requires integer linear programming, so I was thinking of using glpsol, but this may be overkill for this task..
