How to select “Other” Folder in XFCE when changing Desktop background?

The accepted answer offers several solutions to work around this problem, but none address the actual issue.
Any visible folder in the "Select a File" window are all grayed out and are not possible to select.
This forces the user to either use one of the predefined choices for hardcoded folder paths.
Am I simple unable to operate this modern fantastical interface, or is this indeed a bug I should report?
